This is further complicated by the fact that the CLIENT may be redirected
multiple times, at different levels, eg first by the DNS system and then at
the URI level by a virtual SURROGATE.

One way to phrase this without getting bogged down by specifics would be

3. The CLIENT wants to obtain content from the PUBLISHER. This content is
identified by a URI that refers to the ORIGIN.
