New drafts available at IETF

Both are still works in progress, of course.  Apologies to the design team
who may have been expecting model-02 to include their recent comments; I
haven't been able to incorporate those yet but still thought -02 was better
than -01, and worth getting out to the wider list.

HTML versions and correct links to text versions will be up on
www.content-peering.org shortly.

If you want to send a note just to the editor of either document (e.g. about
typos and the like): Note that although both have filenames "draft-day-*",
I'm the editor only for the model. Don Gilletti (don@entera.com) is the
editor for the scenarios.
