conclusion on the status of Y.1711 and RFC3429

All,

on March 28 the MPLS WG chairs polled the several working
group mailing lists about the state of Y.1711 and RFC3429
implementations and deployments.

Our conclusion is that there is enough implementations and
deployments of Y.1711 and hence it is not possible to, for
time being, deprecate label 14 or obsolete RFC3429.

This conclusion however leaves with the issue of investigating
if Y.1711, other ITU-T documents and RFC3429 is well enough
aligned or if updates is needed.
