We have carefully considered the requirments which have been nicely described in this draft, and think the requirements are useful and necessary. The PC/SCSPC migration function is necessary after the control plane has been deployed, it gives the operators a useful tool to maintain the PC/SC/SPC connections, and it accelerates the convengence between transport layer and carrying layer which is the trend of next generation networks.
