This ID should be a WG document. The reason why is that I believe
this ID is useful for the case:

 * an end user outsourcers most of its network to a service provider
   (there is a relatively strong trust relationship between an end user and
    a service provider),
 * but a service provider wants to hide its core network.

Simple implementation of the overlay model is enough for this case.
