RE: Generalized Signaling documents



FYI, this is a relatively new policy on the part of the
RFC Editor, there is an explanation at http://www.rfc-editor.org/policy.html
- it is being implemented in
other groups as well.

Can you help me understand why this an issue?

A lot of people contributed over a long time and I am not sure
if there are individuals who contributed 30% and more.

There seems to be a lot of material on the web page. Can you point out
the specific area/document where this issue is addressed?
