         Neil puts words in my mouth. I never said that the requirements
were worthless. I said that a) they are not defined here in the IETF, and we
need a set defined here that we can work to. I don't think that the IETF
works towards requirements defined elsewhere. I am also not
hearing the same Y.1710 requirements from all of the operators I am
working with.
