that is correct as far as the Internet Standards Process goes but Bob
Hinden, as the routing AD in 1991, wanted to impose a harder barrier
for protocols in the routing area - I was not on the IESG at the time
but it is my understanding that this change was supported by the IESG
for the routing area, as far as I know, no other area directors have
put forth similar ideas

RFC 1264 was published to document this decision
