Limited applicability does not seem to manifest itself in a corresponding lack of interest. The recovery framework and many drafts have proposed various protection and reliability schemes that presupposed similar functionality. There has been lots of focus on local protection schemes (e.g. bypass tunnels in draft-swallow) that have similar limited applicability.
