As far as I understand, SEMI would be unrelated with creating a
summary buffer.

I confirm with only my modified APEL/FLIM/SEMI-EPG/Wanderlust.  But,
AFAIR, master branch from github's wanderlust/wanderlust would raise
an error with SEMI-EPG, because it requires mime-pgp.el.  It may be
better renaming mime-epg.el to mime-pgp.el for compatibility.
