Bert,

  My understanding that this changed last year, and the assignment now
happens when the IESG approves the document.  When people were getting
antsy about implementing the multicast MIBs, which were approved by
the IESG in July and published as RFC's in October, I suggested to the
IESG and the IANA that the process be changed to allocate the OID when
the document is approved.  I was told that the process had been changed
in exactly that way earlier in the year, and that the MIBs did have OIDs
assigned to them already.
