I'd even go so far as to say that people want to do X and have the problem
scoped out fairly well (the basic mechanism is somewhat understood, but need
to do the engineering.  With respect to Y, it seems that not everyone is
happy with Y (Mobile IP) would would like to do X+Y' but I don't have
enough to go on to know if Y' is a good idea or not.

Generally, IETF works acceptable on problems with contstrainted scopes;
anything larger starts to resemble design by commitee, meaning the spec
is larger than X+Y but does neither X nor Y acceptably.

I'm sorry to sound so negative, but I am less optimistic about doing
IETF engineering on complex problem spaces that are not fully understood.
