Yes it's not ideal. It's a historical practice.

RADIUS has traditionally used separate status codes for requests and
replies. Using the same code for both is about as bad (IMHO) as
to unsubscribe send a message to email@example.com with
the word 'unsubscribe' in a single line as the message text body.
