  Goes up to 23642 as of today.  At the current rate, it will be a
number of years before the assignments hit 2^16.

  There will *always* be a need for people to define site-local VSA's
and VSE's.  Without a standard method of doing so, they will choose
methods that destroy protocol interoperability.
