Update to partial lock draft

Hello All,
As today we do not have a standardized modeling language, and for completeness, following Dan's 
opinion. I plan to add a YANG definition of the new operations to the partial-lock draft. 
Naturally this will be informative only as YANG is not an accepted RFC.
