15.1.1) Access control

 - Need to understand how element sub-tree filtering and access 
   control are affected by text mode

15.1.2) Data format conversion

 - It is possible that not every data model will be expressible
   in both XML and text format. This parameter forces a conversion
   which may not be supported.

15.1.2.1) Proposal: Data format conversion

Use the <format> parameter for the <copy-config>
operation only.  The agent will return an error
if any portion of the specified configuration cannot
be expressed in the specified format.
