Should <rpc-abort> be supported in different ways, depending
on the application mapping, or should it simply be an XML
operation passed to the agent?

12.1.1) Proposal: related to 3.1; full management channel supported
        only if application mapping supports channels and
        the capabilities exchange results in channels being
        enabled.
