How should a capability be represented in the <hello> exchange
during session startup?

11.1.1) Proposal:  - Use a URI.
           - put the version ID last, but before the capability
             name if present:
               http://ietf.org/netconf/base/1.0 
               http://ietf.org/netconf/base/1.0#agent
