Issue 3.1) Channels Proposal

  - there are 3 channels (mgmt, operations, notifications)
  - only the operations channel is mandatory
  - there are separate capabilities for the management and
    notifications channel
  - if an application mapping has support for multiple
    channels within a single transport connection, then
    the channel capabilities can be used
  - if the channel capability is enabled, then all features of
    that channel are supported (according to the capability version)
  - this means that SSH and SOAP/HTTP can support only an operation
    channel (what script writers want) and BEEP can support
    all 3 channels.
