netconf issue list overview

Hi,

Several emails will follow which contain netconf document issues.
These issues should be discussed separately, and the issue number
should always be included in the email subject line.  Some issues
may already be resolved, but are included for completeness.

It is still TBD as to which tool(s) will be used to track the
issues.  The tool 'roundup' is being considered, as well as a
simple WEB page approach.

The issues fall into 16 categories at this time (more may be added
later):

6) SOAP Issues
7) Criteria to choose a Mandatory application mapping

10) Configuration Databases and Files
