I worry that this might make the configuration (and enforcement)
of access control policy a bit more interesting than any of us
would like.  Is the plan to just go with the work in
http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=xacml
?  If not, what do folks have in mind?
