There is a scoping mechanism described in the draft, along with
examples in the <get-config> and <edit-config> examples.  Data
naming depends on the data model, so it is difficult to provide
normative text for something the draft does not attempt to 
standardize.

I think there was a lot of interest at the BOF in addressing
SMI issues such as which data definition language to use,
data naming conventions, change control rules, etc.  I suggested
in my slides that this work should be done by another WG, and
that the work does not have to be in parallel with the protocol
work.  There seems to be significant interest in starting this
SMI work right away.  I am in favor of this if we use XML Schema
as the SMI, but not in favor of reinventing XML Schema.
