Do you mean CLI connected to serial or do you mean via an out of band 
network?  This is a protocol.  As such it does not prohibit a CLI. If a 
product is developed that doesn't have a CLI, take it up with the 
vendor.  So in answer to your question- I don't think it changes a thing 
for OOB.
