That is indeed the latest RFC as far as I know.
The IPFC WG (which I believe lived in the TSV area)
has been closed. Some of their MIB work got merged
into the IPS WG 
(see http://www.ietf.org/html.charters/ips-charter.html)
and they have a whole set of new MIB modules which are
close to being ready
