SUMMARY
 
A "Logical PE" uses several distributed devices to perform the function of the Provider Edge (PE) device in a less expensive and more scalable way. This document describes a lightweight protocol for information exchange between Logical PE components, consisting of the PE-Edge and PE-Core. It allows PE-Edge devices to signal information sufficient to establish Virtual Private LAN Service (VPLS) connectivity.

WHY IS IT TARGETED AT THIS WG
 
This elaborates a key functional advantage of the Logical PE architecture, which is described in the related document above, also targeted at PPVPN.  LPE is one of the "several individual technical approach documents that group technologies together to specify specific VPN service offerings," as described in the WG Description.  It also defines a port-based VPN using Ethernet as the layer 2 transport.
 
JUSTIFICATION
 
The Logical PE fits the WG charter items as mentioned above.  In accordance with http://www.ietf.org/internet-drafts/draft-ietf-ppvpn-framework-02.txt it is a "Layer 2 PE-based VPN" as described in section 1.3.2.2.
