It defines Network Engineering function and discusses the differences between Traffic Engineering (TE) and Network Engineering. It identifies network architecture and major functional capabilities for Network Engineering. Network Engineering provides a new set of capabilities to incorporate Traffic Engineering to optimize the network efficiency, operation, and utilization. RELATED DOCUMENT See reference section WHERE DOES IT FIT IN THE PICTURE OF THE TE GROUP: This work fits in the TE-WG, where this document considers adding a link/deleting a link to change topology for a classic TE. It incorporates current TE work by providing an optimized topology. WHY IS IT TARGETED AT THIS WG: Network Engineering provides a new set of capabilities to incorporate Traffic Engineering to optimize network resource operation, and utilization. JUSTIFICATION Network Engineering is a new area that a traffic engineering function needs to consider. This draft initiates the work and promotes more studies in this area.
