SUMMARY
The Provisioning of VPN based on Layer 2 circuits across MPLS-base
network has been described in draft-kompella-mpls-l2vpn-02.txt. The
draft describes how provider's edge routers distribute configured
VPN information amongst themselves. This information is then
processed to map layer 2 circuits of customer's edge devices to
remote customer devices of the same VPN through MPLS cloud via
adjoining provider's edge devices. The proposal requires a priori
guestimating of customer's growth needs for the VPN and accordingly
over provisioning of a contiguous set of (preferably per platform)
MPLS labels.
Unfortunately, when the actual needs exceed the already provisioned
and advertised labels, incrementing to higher range causes
disruptions in ongoing data traffic.
This document proposes extension to draft-kompella-mpls-l2vpn-02.txt
such that range on provider's edge router can be increased for the
MPLS labels without requiring to being contiguous for all the
customer edge devices. Also, when the range is increased to
accommodate more customer edge devices into the existing VPN, the
processing of increased range advertisement does not disturb the
ongoing data traffic on existing layer 2 circuits.

JUSTIFICATION
The PPVPN WG has already identified L2VPN work as the justified charter
of the work group. The base draft from draft-kompella-mpls-l2vpn-02.txt
does not address unavaibility of contiguous label resources and the
the mechanisms whereby new VPN clients can join without disturbing the
ongoing traffic with existing members. This draft resolves these issues.
