This is the framework draft for the IPO WG as stipulated in 
the WG charter.
 
JUSTIFICATION
 
The charter for the IPO WG calls for a framework document. This is it.
This draft was formally accepted as a working group document at the
last IETF meeting. A revised version of the document will be issued
shortly following an ongoing review.
