Why is it targeted at this WG

        

The
framework document is used to help organize the ongoing

        

efforts of
the working group, and is also useful as an introduction

        

to the
related technical issues. 

Justification

        

This
framework document represents a merger of several

        

documents
which were offered as input to the PPVPN working

        

group. It
was prepared by a design team at the request of the

        

working
group chairs and area directors. It will be modified in

        

response
to comments received and the ongoing efforts of the

        

working
group.
