not special in the sense of "treated specially by the DNS transport service".
Special in the sense of "a label prefixed by this character is assumed not 
to be a terribly useful thing as a hostname, therefore we can insist that 
if you want to do this particular thing, you have to use this domain name".

Again, distinguish between "special for the DNS" and "special for 
applications that use the DNS".

Note: RFC 2052 didn't use the _ character; the new 2052bis (and Win2K) does.
